The classified document includes more than 500 different preventive measures for more than 20 institutions involved in the prevention of terrorist threats.
The National Counter-terrorism Plan has been updated in line with the terrorism situation in the world in recent years.
The plan includes two new areas of preventive action aimed at improving the monitoring of the circulation of unmanned aircraft and explosives precursors. The plan also substantially complements measures to strengthen the security of mass gatherings of people in the event of a growing terrorist threat, the VDD reported.
The updated plan also includes recommendations for owners and managers of terrorism risk objects according to each level of terrorism threat.
The national counter-terrorism system established in Latvia foresees four levels of terrorism threat (low, elevated, high and particularly high). The higher the declared terrorism threat level, the broader the preventive counter-terrorism measures to be taken.
Currently, the terrorism threat level in Latvia is assessed as low.
The National Counter-terrorism Plan was first approved by the government in 2008. In cooperation with other institutions involved in counter-terrorism activities, VDD previously reviewed and refined it in 2011, 2013, 2016 and 2019.
