The municipality will organise an extraordinary negotiation procedure for the routine maintenance of bridges, overpasses and pedestrian tunnels after October 1.
In the spring, Rīga Municipality launched an open tender for the routine maintenance of transport structures from 2024 to 2029. The procurement procedure divided the maintenance service into four parts, with a separate procurement contract for each of them. The first three lots, related to street maintenance, have already been contracted.
For the bridge maintenance part of the tender, two competitors entered the bid but both failed to meet the requirements of the tender specifications. Following a re-tender three months later, both submitted new tenders, but this time, the lowest bid was about 43% higher than the previous one, while the second bid had increased by 14%.
Given that such an increase in costs in such a short period of time cannot be justified by objective circumstances and that the municipality is obliged to choose economically viable solutions and to avoid waste of resources, the tender committee decided to terminate the tender procedure without result.
In order to ensure the routine maintenance of bridges, overpasses and pedestrian tunnels during the winter period, Riga City Executive Director Jānis Lange has instructed to launch an emergency negotiation procedure with several tenderers. Tenders will have to be submitted within five days and, after evaluation, the winning bidder is expected to carry out the maintenance work until a contractor is identified for the entire five-year period.
