Vanšu Bridge reconstruction tender ends without result

The tender for the reconstruction of the Vanšu Bridge in Rīga has been terminated without result, as only one tenderer applied with an  "inadequately expensive" tender of almost EUR 100 million, Riga City Council said in a statement on July 23.

A new tender is planned.

Meanwhile, four tenderers have applied for the reconstruction of the Jorģs Zemitāna Bridge and their bids are being evaluated. The reconstruction of the Jorģs Zemitāna Bridge is planned to start this construction season and to take 18 months from the start of construction to complete. The tenders are currently being evaluated. 

The lowest tender was submitted by the association of suppliers "TRTB", consisting of SIA "Tilts", SIA "Binders" and SIA "Rīgas tilti". The association is offering to rebuild the bridge for EUR 16.5 million excluding VAT.

Riga City Executive Director Jānis Lange told Latvian Radio that only one tenderer with an inappropriately expensive bid had applied for the Vanšu Bridge reconstruction tender, so the tender will be terminated and a new tender will be launched, with the possibility for a wider range of bidders to apply.

The electronic procurement system shows that the only tender for the reconstruction of Vanšu Bridge was submitted by the association of suppliers Daugava Nexus, comprising Hanza Construction Group Ltd and Tilts Ltd.

The association is offering to rebuild the bridge for €97.5 million excluding VAT.

The reconstruction of the Vanšu Bridge is planned to be carried out on a design-and-build basis, combining design and construction work. Accordingly, the design and construction of the Vanšu Bridge would be carried out by a single builder, selected through an open tender procedure.

The contract is currently on a provisional timetable, with a maximum of 12 months for the design and 24 months for the construction.
