Oil depot in Daugavpils temporarily closed over pollution hazards

The State Environmental Service (VVD) has suspended the operation of the oil depot in Daugavpils, Vaļņu Street 4N, until August 20 for significant violations in activities with hazardous substances, VVD said August 15.

Two companies, MIX OIL Ltd and RMNS Ltd, operate at the site. For half a year, the companies have been mixing hazardous substances - diesel fuel with rapeseed methyl ester or base oil - in excess of the maximum permitted storage quantity, VDD says.

The VDD said that the turnover of diesel fuel of the two companies amounts to 17,898,291 tonnes, thus MIX OIL Ltd and RMNS Ltd have significantly exceeded the currently authorized turnover of 5,000 tonnes per year.

The inspection of the oil depot was carried out by the VVD following complaints received from citizens.

According to the information available to the VVD, the turnover of diesel fuel at the oil depot of MIX OIL Ltd. this year (during half a year) amounts to 5,461.53 tonnes. In addition, the company was found to be simultaneously storing approximately 49 tonnes (10 times more than allowed) of bulk organic substances/mixtures and mixing chemicals in the oil base, which is classified as a higher category B polluting activity.

The turnover of diesel fuel at the oil depot of RMNS Ltd. in the current year (half year) amounts to 12,436,761 tonnes. The company also stored approximately 348 tonnes (70 times more than permitted) of bulk organic substances/mixtures in the oil base at any one time.

If the company does not voluntarily comply with the order of the VVD to cease the operation of the oil base, the VVD, as the enforcement authority, may take enforcement action.

The enforcement measure may be a fine of between €100 and €10,000.
